It came from a 1980s WAPo letter to the editor

The last name of the guy who wrote it was Nester or Nestor. Basically he defended the practice of using the left lane if you are going the exact speed limit, and it royally pissed off the NoVA readership. There were responses to his letter for months, and the writer who did the NoVa traffic column started referring to that practice as "Nestoring" or "Nestering" (I can't remember how it was spelled).
